About
Patrick Baker
Attorney at Law · Local Government Law · North Carolina
Nearly 30 years at the center of local government.
Patrick W. Baker is the owner of Patrick W. Baker Law, PLLC, a boutique law firm providing legal guidance and support to local governments. In that capacity, he currently serves as the City Attorney for Wadesboro, NC. He is also a partner with the Municipal Executive Group, a consulting firm specializing in organizational development services for local government agencies and professional development services for local government executives.
Prior to these positions, Patrick worked for nearly 30 years in local government in North Carolina. He served the City of Durham for nearly 23 years, holding the positions of Assistant City Attorney, City Manager, and City Attorney. As Assistant City Attorney, he focused extensively on civil litigation — defending police liability and Section 1983 claims as well as personal injury, contract, and employment law matters. In 2004, the Durham City Council appointed Patrick as City Manager, where he managed the day-to-day operations of a city administration of over 2,500 employees. During his tenure, he played a significant role in positioning Durham as a leading community for economic development and quality of life — including municipal bond initiatives in excess of $150 million, a major downtown streetscape project, multiple affordable housing initiatives, and the construction of the nationally acclaimed Durham Performing Arts Center.
In 2008, Patrick returned to his legal roots when the Durham City Council appointed him City Attorney, overseeing all aspects of legal and policy advice, transactional and litigation services, and a staff of eight attorneys. In 2019, he was appointed City Attorney in Charlotte, NC — a position he held until his retirement in 2024. Patrick is unique among local government attorneys nationwide in holding the distinct honor of serving as both City Manager and City Attorney. He has served as President of the North Carolina Association of Municipal Attorneys and President of the International Municipal Lawyers Association. He is a graduate of Wake Forest University and the Wake Forest University School of Law.

Direct counsel. Clear answers.
Local government clients don't need hedged opinions and lengthy disclaimers. They need to know what the law says, what their options are, and what the risks look like — so they can make good decisions and move forward.
Patrick's approach is to give clients exactly that: a clear, honest assessment of where things stand, delivered without unnecessary complexity. If the answer is straightforward, he'll say so. If it's complicated, he'll explain why — and what to do about it.
That same directness applies when a government client faces a sensitive internal matter. Patrick conducts independent internal investigations with the rigor the situation demands and the discretion it requires — drawing on firsthand experience managing government organizations to understand what is actually at stake.
The goal is always the same: help public institutions do their work well, within the law, and with confidence in the decisions they make.
Let's talk about your situation.
Whether you represent a municipality, a county, or another public agency — or a private client doing business with government — Patrick is available for consultations. The first step is a direct conversation.
